I think you are talking about the elites in the society and others . This division is here since ages and will stay here . The people with power and money has always been using people with less resources . The evolution in this division is not really getting any better . Rather this gap is widening with time . Poor are becoming poorer and rich , richer .
You question is that how this elite class is created ? I think God does create us equal , but it doesn't remain the same . Equality is the last thing we think about . Neither we treat others equally , nor they treat us that way . Hunger for money and power is increasing day by day and I don't see any end to it .
We have forgotten how to reach out and help others. There is so much we can do even sitting in our homes without having to leave "our comforts" and yet we do absolutely nothing !
We would rather throw away food and old clothes than think that another might benefit from even that.
Its not sad , its sickening how we've closed our eyes to all this .
Its a huge question if God gave us money to help others or to use it on our own self . Even people like Bill Gates might not agree with you on that . After years and years of making money , and being the richest person on earth , he still hardly participate in charity works .

Well, its simple. If only OUR OWN system would deduce the RIGHT amount of ZAKAT for example (THE LEAST MEASURE I CAN THINK OF). I believe only THAT would make a significant difference. But as far as i know it really doesn't happen.

Your conception is wrong. Its only God who enables you to earn/work/keeps you mobile. If He wills you cannot even feed urself for one day.

Our society is very close to this stage.
Courage and selfishness makes the two types of shepherd. History is full of these two types. You can find the former on the glorious pages of history and they will remain a source of inspiration for all generations of human race. You can find the later type in big tombs whose living examples are found in big mansions and suv’s.
Contentment and fear are hallmarks of sheeps. No other raw material is required to produce any type of them.
