You are right. Anyhow, the ban by Punjab government was imposed not for NWFP only but for all other federating states. That is different matter that Sindh was not affected because they produce wheat and sugar more than their requirements.
On the other hand, what I was pointing out was that, steps are constitutional and can cause lot of havoc in future unless Pakistan economy do not start growing fast so that Pakistan could able to import these commodities to fulfil requirements. But then, for many Pakistanis economy is secondary thing and their desirable candidate (due to bradary, province, sect, etc) ruling country is most important.
