               **’یونیورسٹیاں اپنے پاؤں پر کھڑے ہونا سیکھیں‘**

’سرکاری یونیورسٹیوں کو اپنے پاؤں پر کھڑے ہونے کے لیے اپنے فنڈ خود پیدا کرنے کے طریقے ڈھونڈنے ہوں گے‘۔

                  سماجی شعبے کے لیے وزیراعظم کی  مشیر شہناز وزیر علی کا کہنا ہے کہ سرکاری شعبے میں چلنے والی یونیورسٹیوں  کے سو فیصد اخراجات اب حکومت نہیں اٹھا سکتی۔
                  انہوں نے کہا کہ اس کے ساتھ بیرونی دنیا سے ملنے  والی امداد پر بھی ملک کے اعلیٰ تعلیمی ادارے نہیں چلائے جا سکتے۔ اس لیے  معاشی بحران کے پیش نظر سرکاری یونیورسٹیوں کو اپنے پاؤں پر کھڑے ہونا  سیکھنا ہو گا۔
                  بدھ کے روز وفاقی کابینہ کے اجلاس میں یونیوسٹیوں  کا مالی بحران زیر بحث آنے کے بعد اس معاملے میں سرگرم کردار اداکرنے والی  وزیراعظم کی مشیر نے بی بی سی کے ساتھ خصوصی انٹرویو میں کہا کہ ملک کو  درپیش مالیاتی بحران کے باعث اخراجات میں کمی کا اطلاق ملک کے  ہر شعبے پر  ہو گا اور تعلیم اور صحت سمیت کوئی ترقیاتی یاغیر ترقیاتی ادارہ یا شعبہ اس  کٹوتی سے نہیں بچ سکتا۔
                  انہوں نے کہا کہ سرکاری یونیورسٹیوں کو اپنے پاؤں  پر کھڑے ہونے کے لیے اپنے فنڈ خود پیدا کرنے کے طریقے ڈھونڈنے ہوں گے۔
                  ’دنیا بھر میں یونیورسٹیوں کے سربراہ اپنا ستر  فیصد وقت فنڈ ریزنگ میں صرف کرتے ہیں جب کہ ہمارے ہاں ایسا کوئی رواج سرے  سے موجود ہی نہیں ہے‘۔
                                                                                                      دنیا بھر میں یونیورسٹیوں کے سربراہ اپنا  ستر فیصد وقت فنڈ ریزنگ میں صرف کرتے ہیں جب کہ ہمارے ہاں ایسا کوئی رواج  سرے سے موجود ہی نہیں ہے

                  شہناز وزیر علی نے بتایا کہ سرکاری یونیورسٹیوں  میں طلبا کی فیس پانچ سو سے ایک ہزار روپے ماہانہ ہے جو نامعقول حد تک کم  ہے۔ جب کہ ان یونیورسٹیوں کے ہر ایک طالب علم کو حکومت ساٹھ ہزار روپے  سالانہ کی سبسڈی دے رہی ہے۔
                  وزیر اعظم کی مشیر نے کہا کہ تعلیم کے شعبے کے لیے  عام تاثر کے برعکس غیر ممالک  سے صرف آٹھ سے نو فیصد رقم ہی امداد کی صورت  میں ملتی ہے۔ باقی اخراجات حکومت اپنی جیب سے پورے کرتی ہے۔ اس لیے غیر  ملکی امداد کا انتظار یا اس پر انحصار بھی ہمارے تعلیمی مسائل کا حل نہیں  ہے۔
                  ’ ہم ہر ایک شعبے کے لیے باہر جا کر اپنا دامن  نہیں پھیلا سکتے کہ جی ہمیں اب اس شعبے کے لیے بھی پیسہ دیں۔ بلآخر ہمیں  اپنے مسائل خود ہی حل کرنے ہوں گے‘۔
                  شہناز وزیر علی نے اصرار کیا کہ یونیورسٹیوں کو  اپنے شاہانہ اخراجات کم کرنے اور آمدن کے ذرائع اختیار کرنے ہوں گے کیونکہ  موجودہ مالی بحران کا یہی دیر پا حل ممکن ہو سکتا ہے۔
                  ’ باقی فوری طور پر حکومت نے کچھ فیصلے آج کیے ہیں  کچھ کل کر لیں گے اور وقتی طور پر یہ بحران ایک دو روز میں نمٹ جائے گا‘۔

She is basically saying all universities need to stop looking at govt. for support ,got to get off their lazy A@# and need to user their own resources to be stable grow etc etc

I read the part where she said other universities around the world spend 70% of their time in fundraising activities. Erm no. Those universities get a tonne of money off the govt. Only the researchers spend a lot of time looking for funding which they get off the govt as well most of the times.

Also, I don't get Pakistan ka saara paisa kahan gaya? No money for aata, none for cheeni, and now they have none for unis? And what happens to the amount of fees that the students pay?

It **is **the govt's responsibility to take care of the universities around the country, thats what the department of education is for.

I'm not opposing the idea that unis need to start fundraising themselves but the govt cannot back away from supporting them ... unis will never be able to survive on fundraising money alone.

Yeah send the students with a sabzi ka thala(cart) out there or set up a shoe repair kiosk for them at all the corners of the city for them to work at.
This is what they will be doing after useless degrees these universities shell out anyway.
Only well funded universities have some demand and some standards.

You know pakistan army(most reputed and advance organization) seek out side for the projects which are done by hobbiest in the west.

Those ppl who get education from the universities really need to learn some thing.
Its a resource wasted If you ask me.

They can be put to work rather then looking for lazy SDO jobs..

I am sure if Universities received as much resources (Land, materials, human), they would do something on the side too. Military officers have not much to do anyways, except promoting hobbies.

I agree with the 'musheer' though. There is hardly any Pakistan specific research going on in the universities. Which also means that there is a great potential for academics to do applied research and sell it. But they need government support to hire quality faculty in all major universities to lead those projects in the first place.

I do agree with you about army,

Our biggest problem is state of mind. When we talk about development and using human resource.
We have enough to get our stuff done locally.

If we talk about pakistan strictly, things could be extremely pre-mature there.
There is so much potential there for organization with innovative mind set.

My own friend(s) has develop solutions, which would consider pretty basic in west, and earn tons of money.

Its not difficult to do things which many ppl/companies crave and look out side for solutions.

Pakistani students are awesome MashaAllah, they have great potential to excel in their fields of study, they would leave behind european students any day BUT they simply don't have enough funding nor resources available to carry out the research that they want to. And thats unfortunate.

You are not getting my point. Working on some thing which some one else has establish is one thing.
Establishing a new thing is some thing different.

In pak mostly we need things to be establish for the first time.

And its not getting done!!!!

See we have different set of problems then west.
We have stomach illness killing most ppl, in west its heart.

We need our own thing going, some time from scratch.

hmm I understand, you're talking about focusing on the basic needs.

But research, whether small scale or big scale, requires some money, right? And they're saying the money isn't there ...

a paki researcher working on algorithms to extend arm to connect Hubble telescope is not going to help pakistan.
But a person making telescopes and giving it to schools/collages to use is going to help pak.

I am not saying a single person need to go crazy and start doing those things.
But a uni in pakistan surely have enough resources to do such projects.

Thing again is if they thinks its important.
Its all about our state of mind. Which is rarely right.

lol ok ok, I don’t know the finer details of unis in Pakistan because I’ve never gone to one… Perhaps they do have enough monies :hmmm: Perhaps the dean spends it all on samosas.
