However creation of provinces alone would not solve the problem, the provinces should put in-place some mechanism to distribute resources equitably within their boundaries too.

True, but question remains, who will do it rather if it had been done much earlier , the cries for saraiki and other provinces wouldn’t have gotten stronger.
