Ok back to basics , there is a very large population living in Sindh that speak Saraiki , also a pretty sizeable population in Balochistan that speaks siraki , as well in Punjab .
The area where all these three provinces meet is the area of Sirakii speaking population , its not just in Punjab ,it overlaps all the three provinces .

Bottom Line …if there is a DEMAND by the Siraiki speaking people , then it should include all the areas ,whether they are in Punjab, Balochistan or Sindh , …that is all the three provinces where there are Sirakii Speaking People live , should forgo their land …in this way , since every Province will have to share in , the allegation that someone is actually trying the Divide and Rule strategy to weaken Punjab can be addressed.

The problem with other provinces is that you may not identify the specific areas where these ethinicities live. For example, I knew more than 40% of population is of Baloch origin, who adopted local language and traditions since centuries (and living in Sindh since the major migration from Balochistan took place in 16th century during Chakar e Azam era), but these Balochs are not in majority in a particular area, they are scattered from Kashmore to Karachi.
