*Lt. Gen. Rizwan’s approval for DG ISI was given by PM in third week of July 2014. Three names were presented and PM Nawaz liked his professional work in Karachi and his CV. He was being considered for either Corps Commander Karachi or for DG ISI. Govt had initially decided to announce him as successor of current DG ISI (retiring in Nov) in third week of Aug so that he could work with him for 2 months before taking over in Nov. However given the political situation, allegations and counter allegations it was decided to delay it otherwise impression will be created that this is a political move and PM Nawaz & Military Chief did not want to give any such impression. This is a purely professional decision. All rumors about extension of current DG ISI or any generals were just rumors planted by various “political interests” and “misinformed journalists” as part of the ongoing disinformation. Similarly the rumors in the last few days that this or that name has been approved or is being approved - this Butt and that Janjua - were just overzealous speculations by some who were not informed. I had carefully tweeted a few days ago when I mentioned this and also that DG ISI will not and should not get an extension.

The promotions of Maj. Generals into Lieutenant Generals was bit delayed; as per convention it should have been done a month before the retirements of outgoing officers so that the successors can work with them and get familiar in 30 days. I speculate (purely my guess) that Chief would have delayed only not to mix it with the ongoing politics in the country, otherwise if this promotions would have taken place 15-20 days before then many in politics would have naturally derived political signals out of it or the impression would have gone that govt has prevailed upon Military to make that decision and it would have created “political effects” - Now things & politics have moved ahead (as my explained in my last note on Karachi) and most people will be able to dissociate purely professional decisions from ongoing politics.

If it was up to NS alone , he would have appointed Gen Nazir Butt as DG ISI no doubt.. I believe COAS has a major say in IS Chief's appointment.

Lt. General Rizwan Akhtar was well regarded by NS in his role as DG Sindh Rangers, the government felt comfortable working with him, and he is also an able person. All the recent promotions suggest that thoroughly professional and able people are being promoted, rather than just yes men.

For years we have been listening to "regular professional promotion" term when there is no such thing when it comes to promotions of Maj Generals (or even Brigadiers).
Every time someone is appointed CAOS or DG ISI or some other important post. All the "analysts" fill the columns which how good the choice is from PM and how professional soldier is he and how so un political decision it was and how it was a master stroke from PM. Wo sub tu baad main pata chalta hai. During all these promotions and appointments, cards are played, scripts are read.

Yup, all decisions for the high rank promotions are taken on “merit”..
and merit is the name of desk assigned in Pentagon for Pakistan affairs ![]()
