DG ISI can only be appointed by the recommendation of COAS.
With all thats happening at the D-Chowk and how the govt. has maligned and angered the institution of Army, I dont think govt. is in any position to dictate its terms when it comes to appointing DG ISI or any of the other Corps commanders.

According to a report published in BBCUrdu, Chief of Army Staff General Raheel Sharif wants to promote five major generals to the position of lieutenant generals before naming a new ISI director general.
It is believed the promotions will precede the naming of the successor to DG ISI Zaheerul Islam, so as to allow one of the promoted generals to be in the pool of those to be considered for the top intelligence slot.
Five senior generals, including Islam, will retire in the first week of October. They are Mangla Corps Commander Lieutenant General Tariq Khan, Gujranwala Corps Commander Lieutenant General Saleem Nawaz, Peshawar Corps Commander Lieutenant General Khalid Rabbani and Karachi Corps Commander Lieutenant General Sajjad Ghani.
While all the positions of the retiring officers hold prime importance, the retirement of the ISI chief is seen as the most crucial development.
The post of ISI chief is the second most important after that of the army chief. Further, the ISI chief is appointed by the prime minister on the recommendation of the army chief.
Close aides of Prime Minister Nawaz Sharif claim that the premier and the army chief have not discussed this matter as yet. However, the report added that General Raheel is expected to meet the premier before appointing the five lieutenant generals.
According to the report, the prime minister has considered the names of some officers for the post of ISI chief, including Lahore Corps Commander Lieutenant General Naveed Zaman and National Defence University Dean General Javed Iqbal Ramday.
On the other hand, the military is considering Major General Nazeer Butt and Major General Rizwan Akhtar for the top slot.
The retirement of the DG ISI would no doubt test the skills of the prime minister who has the authority to appoint the spy chief, although it appears difficult to believe the federal government would take a decision without the army chief’s consent.
Meanwhile, the retirement of four corps commanders will provide an opportunity to General Raheel to appoint generals of his own choice on key slots. All the four corps commanders who will retire in October were promoted and appointed by the then army chief Gen Ashfaq Parvez Kayani.
The change in the top military brass comes at a time when the army has constantly been accused of involvement in the current political crisis as the Pakistan Tehreek-e-Insaf and Pakistan Awami Tehreek continue their sit-ins in Islamabad seeking to overthrow the incumbent Pakistan Muslim League-Nawaz government.
Owing to this, the appointments although do not appear suspect, are drawing much attention.

RAWALPINDI: The name of a new director general for the Inter-Services Intelligence (ISI) is likely to be announced next week along with the appointment of five new lieutenant generals in the Pakistan Army, a report published in the BBCUrdu said.
The prime minister has been considering a couple of names for the top intelligence slot, sources close to the premier told BBCUrdu. Those being considered for the position are Lahore corps commander Lt-Gen Naveed Zaman and President National Defence University Lt-Gen Javed Iqbal Ramday. Meanwhile, names for the slot circulating in military circles are Maj-Gen Nazeer Butt and Maj-Gen Rizwan Akhtar.
Sources privacy to the development told BBCUrdu that Chief of Army Staff General Raheel Sharif wanted to promote certain military officials from the rank of Major General to that of Lieutenant General. These appointments are likely to come before the naming of the new ISI chief so that one of these Lt-Gens may be considered for the top intelligence slot.
The development is expected as current ISI chief Lt-Gen Zaheerul Islam and five lieutenant generals are scheduled to retire from service in the first week of October.
The appointments are coming at a time when the army has been accused of meddling in politics and although the retirements and subsequent appointments do not appear suspect, they are drawing much interest particularly on account of their timing.

However, close aides of the prime minister have said that no formal discussion has taken place between the premier and the COAS on the matter. They added that General Raheel is expected to meet Prime Minister Nawaz Sharif prior to appointing the five Lt-Gens.

Major General Nazeer Butt is also strong candidate. He worked closely with Washington and have knowledge of Afghan issues.

Why this is being discussed in PA? Is DG ISI also a political person? It is a shame how people show interest in ISI head which proves how certain faction of people want continued army's involvement in the politics of Pakistan. It is a professional post nothing to do with politics, why the hell people who support IK worried about this position? Who cares whosoever is appointed.

Whoever occupies the post should be an intellectual. General Ramday would seem suitable from the names mentioned. ISI needs as DG someone with well above average intelligence for a general.

Whoever should occupy the post should not play politics. They should focus on intelligence, terrorism and whatever else the ISI does but not politics.
That should be the only criteria for the position.

I sure hope PTI and IK are not going to make this selection any more disputed and would let the guy work with the internal wars and external threats... other than pulling him into conspiracies to make IK PM and if decline then call him names of all sorts...
