Absolutely!
Urdu words like this one have no concrete, mathematical or absolute meaning.
This is the beauty of Urdu.
There is no hard core meaning of this word ‘neem’ to make it only applicable into mathematical measure such as half, 50% or Nisf.
This word can be and has been used as in qualitative sense.
Poetry itself is not absolute and one may argue but Mir would not have used this word in concrete sense such as half or fifty percent.
**That would take the charm of poetry away.

Saari Masti Sharaab Ki Si Hai
Does anyone really think that Mir thought in terms of 50% or half open eyes when he said this?
And
When Faiz said:
Hua Jo Teer e Nazar Neem Kash Tuo Kia Haasil
Mazaa Tuo Jab Hai Ke Seenay ke Aar Paar Chalay
Did he think of exactly half or 50% of heart being divided?
Nope.
One can use neem word as partial or incomplete or not being accurate.
If someone is not really convinced yet, then define
Neem Mullah Khatra e Imaan.
Can a Mullah or Mullah’s qualification be measured as 50% or Nisf?
