To install you just dble-clck the file and it should automatically attach to the Palm installer (which actually just copies the file to the installer folder) and the next time u sync it transfers it to your Palm. Once on the Palm you can either just leave it on the built in storage or move it to an external storage (SD card). But to use applications u'd need something like MSMount or PIDirect. U'd also be better served if you had an SD card reader, so you can move files around.
I've been out of the Palm arena for about a year so a little out of touch with the newer apps out there. But if you need help let me know.
