Look I’d not go as far as issuing fatwas on people. I have been to mazars, and there are a few things with which I personally dont agree with. Another thing that most of the people who visit them are from the under privileged class like you mentioned in your post. I believe they can be made aware of some of the practices which I think go towards extremes.
