Excellent move. I have seen elderly pensioners standing in long queues in harsh weather conditions. I hope this move will ensure timely delivery of pension at the doorsteps of pensioners.

KPK focuses on college education

**
PESHAWAR: The Higher Education Department (HED) of Pakistan’s northwestern province of Khyber Pakhtunkhwa (KPK) has come up with multifaceted reform initiatives to make the college education result-oriented.

All the reform initiatives revolve round the major component of the higher education department, including its secretariat, directorate of HED, government colleges, archives and libraries.

The reforms have already been approved by the authorities at the helm of affairs and the HED asked to go ahead for their implementation.

**Digital file tracking system will be established at the provincial secretariat of the HED to ensure speedy disposal of official business. The higher education management information system, a cell working under the HED, will establish networking and the requisite software for the tracking system to be launched within two months.

With the introduction of digital file tracking system, the department will get rid of the traditional slow processing of file work which often causes delay in resolving the issues.**

A complaint and grievances redressal cell will be established at the HED that will lead to good governance, reveal the documents.

The public access to information will be facilitated to ensure transparency, credibility and solution of public problems.

Need-based planning and performance-based budgeting, which is already under implementation, will be accelerated to ensure efficiency and good governance.

The directorate of HED will be purged of inefficient officials and put on right direction. For this purpose, a complaint cell will be established in the directorate.

The staff in colleges will be rationalised to ensure postings and transfers to the requirements of colleges with zero political interference so that tendency of shortage of staff/surplus staff in colleges may be discouraged.

No more violation of merit in admission of students to colleges will be tolerated and merit policy will be observed. In this regard, all principals have been directed to follow merit.

Some excellent legislation coming from KPK. I particularly like the minimum wage rule and that fact it’s not just one those on the paper proposals which never gets to see that day light, there is a definite penalty and chances imprisonment for employers who do not follow the new legal rule makes a solid work of law.

Honestly I am so pleased to see a genuine legislative democracy is in place KPK. Who would’ve thought the country’s most conservative province would welcome the most modern form of governance. New legislation, new sets of much needed laws and whole new intensive take on policy making and it’s implementation - this is exactly what Pakistan need and this what successful democracy is all about. We don’t need politicians, we need policy makers in this country.

KPK should create Industrial zones having power generation of their own. This would help in the revival of economy of the province.

PESHAWAR: The Khyber-Pakhtunkhwa (K-P) police has established women complaint units in 56 police stations across the province where 116 lady constables have been deployed.

Units have been set up in police stations in Peshawar, Mardan, Abbottabad, Swat, Bannu, Nowshera and DI Khan. Staff desks have also been established in Mardan District Hospital, Mardan Medical Complex, Casualty Hospital Swat and Medical Complex Abbottabad to further facilitate women requiring legal assistance from the police.

‘Justice on Wheels’: Mobile court all set to deliver prompt justice

PESHAWAR: The Khyber-Pakhtunkhwa mobile courts project will be inaugurated on Saturday, two years after it was initially proposed.

The initiative was earlier expected to be launched in 2012.

The mobile court is equipped with all facilities needed in a courtroom and will be inaugurated by Peshawar High Court (PHC) Chief Justice (CJ) Dost Muhammad Khan, while Judicial Magistrate Fazl-e-Wadud would be hearing various cases.

Justice Khan had proposed the mobile court or ‘Justice on Wheels’ project nearly two years ago. It was meant to resolve petty civil disputes and criminal cases at the earliest and at the involved parties’ doorstep. The travelling court will also help reduce the number of pending cases in courts.

“Justice on wheels will travel to each village and both complainants and defendants would be summoned to appear. Judges will listen to both parties and resolve disputes on the spot with lesser time and no cost,” CJ Khan said earlier.

The travelling court is equipped with a solar energy generation system and has been prepared at a cost of Rs15 million.

For those living in areas far from existing courts, the project will give some respite.

Lawyers termed the project an innovative step which will not only help provide people speedy justice but will also help them save their time and money as travelling from distant villages to the provincial capital is often quite taxing.

PHC Bar Association President Ishtiaq Ibrahim welcomed the move. “We are well aware of the law and order in the province, particularly a few districts where the situation is out of the authorities’ control,” he said. This project will at least give residents access to justice.

and finally some decision about Information Ministry in KP, yousufzai had said many times he doesn’t want to be Information minister but he was forced to serve as one. that’s another story that he’s a journalist by profession and more suited for Information Ministry than his now only portfolio of health minister

PESHAWAR: **Chief Minister (CM) Pervez Khattak has turned out to be the most regular chief executive at provincial assembly sessions.

The K-P Assembly has so far held three sessions including Monday’s sitting and Khattak has only missed a few. On Monday, the assembly had a brief session to pass a resolution on using the assembly hall for presidential polling and Khattak was present then too.

Interestingly, in addition to attending assembly proceedings regularly, the CM never leaves an opportunity to address the house.

Some Pakistan Tehreek-e-Insaf (PTI) critics attribute Khattak’s zeal to his** relative inexperience**, while others attribute it to the lack of an outspoken information minister like the previous government’s Mian Iftikhar Hussain.

The CM on Monday spoke at length on the house floor and took on the opposition benches for what he termed a **‘media campaign’ **against his government aimed at showing that the PTI had failed to deliver anything during its 60-day rule in the province.

Khattak asked the lawmakers to wait till August 30 to see what his government does in 90 days. “I have no right to be in the government if I cannot deliver,” he stated, criticising his predecessors for their performance.

However, the echo of Khattak’s riveting speech had not died down when the Taliban struck the **DI Khan Central Jail **late Monday night and escaped with 248 prisoners, including high-profile militants.

The CM’s first reaction the next day was to deny the K-P government’s responsibility and to pin the blame on the intelligence agencies and the federal government. It turned out, however, that the provincial government had been forewarned about the attack by intelligence agencies.

The provincial government has repeatedly brushed responsibility of various important issues, be it the power crisis or law and order.

Regarding the DI Khan jailbreak, CM Khattak said the federal government should have contacted the provincial government about it, yet it had not.

It can be argued that in light of the attack, instead of complaining, the provincial government could have contacted the centre itself and asked for its help.

The dilemma for PTI in K-P is in fact that the promises it made during the course of its election campaign will haunt it in the long run. Once the party assumed power, it realized** it cannot make problems disappear in a given period.
**

On the other hand, a determined opposition has no intentions of letting the PTI-led coalition government have some breathing space.

The opposition will chase the government with questions about putting an end to drone strikes, closing off Nato supplies, tackling the energy crisis, ending corruption, creation of a uniform education system and bettering healthcare. Given the government’s attitude, it is very likely to face a tough time at the hands of a strong opposition.


Keeping in view that little progress has been made in the PTI government’s 66-day rule, it would be unwise to expect any concrete developments in the 30 days of August.***

The 90 days to bring change rhetoric will remain attached to the provincial government and prove to be a strong weapon for the opposition to criticise PTI’s performance in the days to come.
