That’s not true for most of Punjab though. It had more to with their loyalties which were with the Sharifs. They might have been promised hefty rewards in return but there was no as such threat to their lives

RO’s are usually teachers (Government servants) and in Punjab they seemed to have been controlled by the caretaker CM (Najam Sethi).
