No thy don't hand visas. But he doesnt want to come until 2 3 years later. And he doesn't want to live apart for that time.
Why? Does he think his parents will have god forbid expired by then, or that he will be able to cut his apron strings and move here in 2-3 yrs time? I seriously doubt it.
You are living with an indecisive man- child; who changes his mind with the wind...( probably because hes never been allowed to make his own decisions before). Now thats ok if its just him being affected, but when theres a whole family with young children who are being shifted to and fro continents at his whims and feelings, then that is simply not on.
You need to step up and stand your ground.. For your kids sake, Get a job, and apply for his visa within 6 months. Tell him, if he really wants to see you, HE can get his butt on the plane and get over here. He cannot have his cake and eat it too!
