If you look at the country’s geographical location, its surrounded by some of the most disturbed countries (politically and law & order wise). Yemen, Jordan, Iraq share the border. Israeli area is probably a stone’s throw away. Sudan, Egypt are a short sea journey away. Yet Saudi Arabia is still one of the most peaceful places in the world with very low crime rate and almost zero political unrest.
If its Islamic laws then we have Islamic laws in other countries too.
If its dictatorship, then we have that in other countries too.
If it is affluent general population (although not true) then we have other countries where we have very low poverty rate.
IMO , its the religious awareness along with dictatorship & Islamic laws.
Humanitarian stuff too.
Though they dislike expats,they do take care of their own citizens.
They have lots of money & when something goes wrong countrywide with their citizens ,the King puts in money & helps out the citizens.So,the citizens know they can ALWAYS rely on the King in times of need.

^ What LP said. It's the fact that Saudi citizens are taken good care of. They live a good lifestyle. The leaders in power have built state of the art facilities for the public.
In Pakistan, even in modern cities like Lahore, we have sewage leaking problems everyday. Does anyone do anything about it? Nope. I've been doing some research on Middle East's drinking water shortage and wastewater management issues and came across an article about the flooding of a wastewater lake in Jeddah. The orders to sort out the issue came directly from the King! If their leaders are this attentive to the public's problems, they don't have many reasons to complain.
I grew up in KSA. Once in a blue moon you'd read about a beheading for a crime in the papers, etc. The consequences are just soooo strict that people are too afraid to try anything, I guess. Though I've also heard that things DO happen, but are not mentioned. Hmm...as for crime against women.......perhaps the reason for scarcity of that is the restrictions/environment.

It takes more than just strict rules to control a population. Otherwise, people living in states where death penalty is legal would never commit crimes that could warrant a death sentence, right? Yet there are thousands on death row....
When the citizens had planned a strike here , the Imam's took it up as a topic in the khutba & explained its evils all over this region(eastern province...I don't know about other regions). The citizens cancelled the strike.
So,I feel religious awareness is also one of the reasons.
^ I dunno what the exact reason is, Barbie....that's why I ended the post with "I guess." Maybe they're more consistent over there...maybe there are fewer loopholes/chances when it comes to the legal system. I've heard that there are falsely accused prisoners in the US prisons. And then with some criminals....they get off the hook...and you're left baffled by the verdict. Maybe there's less of a shot there. Or as I've heard...things do go wrong...but they're kept under wraps and never make it to the media. I don't know. I'm just guessing.

one word tribal culture.
remember in 80 & 90s FATA was the most peaceful area in the country regardless of all the halla-gulla in Afghanistan , but after the 2001 US attack it blown up because the tribal system of governce and Pashtunwali (the ancient code of life for Pashtun) was broken.
secondly, US/Europe/China/Russia .. err all the major powers have stake in the stability of Saudi Arabia not just because of oil but also Mecca/Medina and influence of Saudi's on ordinary Muslims as far as Brunei.
From the Islamists point of view, its stable because of Land of Hejaz - wallah o alam

Firenze, I dont think I agree with you. Saudi is a proper country, not a tribe like FATA.
I've been to Saudi for Hajj only, so dont have enough exposure, but i sensed no fear, so i dont think that people dont commit crime because they are afraid, but because they dont see the need of it.
