omg... it's called cheating/unfaithful/insincere!
my husband and i started dating a month before i moved to pakistan for 3 years!!! in that one month i saw him only two times. in the next 3 yrs we spoke over the phone and online constantly and saw each other once a yr. he never even flirted with another girl (dont ask me how i know since he lived in ny and dormed at a university with tons of girls everywhere... easy girls, and i was in khi, girls just know that kind of stuff. u can tell when ur significant other has been 'looking' around, my husbands the most sincere man i've ever known and i can tell the difference between guys like him and guys that love looking for trouble).
so don't tell her that it is just him fooling around cuz he lives in pakistan and that it will be over once they are married. u and him are in a committed relationship! ur both engaged to be married. u tell me what HONEST person would flirt with other women when he's engaged.
honey, the guy is cheating on u. engagement is a committment. this is not a phase, he has obviously done this twice already and this is durign ur engagement. arent people head over heels in lust during the engagement period? he should be so into u at this time during ur relationship and the fact that he's not should give u an inside into his character and ur potential future with him. even if someone would just call it fooling around... would u accept him if he was fooling around with other women while he was with u? fooling around=cheating when u are in a committed relationship.
lastly, let's call it what it is ... cheating.
