This year federation is expecting around Rs1350 billion in federal tax collection (for year 2008-09) and Karachi contribution in that collection is most likely going to around Rs 1000 billion. Federal government is going to distribute around Rs 650 billion from that collection to provinces, and Sindh province (including Karachi) would get around Rs 150 to 175 billion out of that Rs 650 billion ... or 15 percent of what got collected from Sindh (around Rs 1000 billion).
Everywhere in the world, distribution of funds by federal government takes into account contribution as well as other factors different from population, except Pakistan where major criteria of contribution is population. Actually, Pakistan has to change system of fund distribution that takes into account not only contribution (because of that Sindh loses a lot), but also area as well as level of development, because big area and low development needs more fund for development (and in this respect, balochistan loses a lot).
But then, you are right that regardless of fund, a dynamic, hard working, energetic and visionary Mayor can have lot of impact on development of a city, else a corrupt mayor with little energy and dynamism would let a city run down regardless of availability of funds. I think that if more funds were available, more of Karachi problems would have got solved by now under this Mayor. Anyhow, Mustafa Kamal as Mayor did quite well and utilised scarce available resources quite effectively and efficiently.

Well the first Bhutto Government (1972-1977) also spent generously on Karachi and constructed some mega structure of that time: I would mention following three:
- Liaqatabad Super Market
- Liaqatabad Subway
- Dual carraige way bridge at Teen Hatti.
I was too little at that time :D. Anyway, I didn't know "1." is govt property. 2&3 may be a big-hit in 70s probably because there wasn't as much spening on such projects back then??
Why don’t you do some of your own research and give me reliable information on percentage of federal tax collected from different provinces of Pakistan than we can see how it goes. Else, accept what I wrote is true. The reason is that, from my past experience, if I give you any reference, you might say that it is unreliable (actually, I have already provided references quite a few time in my past posts that says that contribution of Karachi-Sindh in Pakistan federal tax collection is over 70 percent, that comes to around Rs 1000 billion if tax collected is 1350 billion) … or would forget the argument. .. So, I think you better do the research, provide information with reference that is reliable to you and acceptable to me, and negate my figures ![]()

RTO Karachi’s direct tax collection up 35%
KARACHI: The Regional Tax Office (RTO) Karachi of Federal Board of Revenue (FBR) has witnessed 35 percent growth in the direct tax collection during July to October 2008 as compared to corresponding period of the pervious fiscal year.
According to the provincial statistics made available to Daily Times on Monday, the RTO Karachi has collected revenue of Rs 30.926 billion on the account of direct taxes in the first four months of the current financial year 2008-09, while it amassed Rs 22.992 billion in the same months of last fiscal year 2007-08. On year-on-year terms, the RTO Karachi has recorded significant increase of 51 percent as it received Rs 8.0321 billion in October 2008 as against Rs 5.321 in October 2007.
Tax officials in the RTO told that the pace of revenue growth has increased in the previous month as the massive department has collected tax with returns coupled with the revenue received through Areas Settlement and Investment Schemes of the FBR. Officials claim that the effective monitoring of withholding tax has been strict in the jurisdiction by RTO, as the board-in-council has revised upward its target at Rs 1,358 billion for 2008-09. They added that the board will also review the target of its regional taxes department including RTO Karachi which it can easily achieve if the current pace of revenue collection continues in the remaining month of the fiscal year. staff report

Most commercial capitals contribute more then they receive..resource distribution is never based on revenue.
Also the comparison is flawed the Baloch can argue that they get virtually a fraction of ALL spending, but not so in karachi it does indirectly benefit from spending in the navy , state bank all karachi based. Which doesn't show in the figures cited.
Still I agree that Karachiites has suffered from a lack of investment in the 1969-1999 period and the misuse of laws like the quote system.

One of the most highlighted news by several media entities reported the nomination of Mustafa Kamal as the World’s Second Best Mayor by the Foreign Policy Magazine.
Based on a quick investigation, it was revealed that this story was a misleading and was actually fabricated to be used as a propaganda tool by MQM. In fact, Karachi has been ranked at 57th out of 60 global cities by the Foreign Policy Magazine at their website.
Please also note that Mustafa Kamal’s name was only mentioned as the “Mayor of City Ranked at 57″ in the world and there was NO ranking of any Mayors by the the FP Magazine.

Although Kamal was mentioned in a sidebar called ‘Mayors of the Moment’ in the article, ‘The 2008 Global Cities Index,’ this mention was not meant as a ranking per se. Rather, we meant to highlight city executives doing innovative things against enormous odds. While we applaud Kamal’s efforts, his mention in our magazine was only a small part of a larger article that ranked the world’s most global cities (Karachi ranked #57).

I guess someone is deliberately taking to make it a fake story.
