Being Mayor/Nazim of the city, he is in part responsible for not including 'drainage' in the plan. NESPAK can be held responsible if drainage was part of the plan and they didn't include that during constrution.

I'm not a civil or traffic engineer either, no mayor is usually a traffic engineer or civil engineer, but when they were building underpasses the very first question that came to my mind was what will happen when it rains.... he being mayor should've forced its inclusion in the design. The projects began during his tenure.

Since law enforcement is not under his control, his marketing campaign focuses on infrastructure development. If you take credit for that, why not accept responsibility when things go wrong with them, like newly constructed roads being flooded, bridges collapsing, underpasses flooding?
