I did not say infrastructure was washed away, only the claims were.
When you make a road, you need to know:
- There would be rain and heavy traffic on it.
- There are some people who want to walk along it.
- Some people might prefer enough light to safely drive on the road.
- People might actually want to use the road beyond a couple of years.
