And where did you get the impression that it is/has not been reformed.
All policies of government are dynamic and are changed/ modified as per the requirements of a nation. It is not that it is set in stone or written in a devine book that we cannot change it.
So in the same context the issue of muslim reservation is being discussed in India. There have been studies conducted by the “government” about the status of muslims in relation to other religious groups in India. And a number of issues hae been raised in this regard and the government will take measure to attend to this.
So if you are familiar with democratic system, this is how things work and should work . There is no need to blow up just to get your voices heard. If that is happening, then it means the syatem is not working.
