if you are going through arrange route, unfortunately, things progress with a photograph and your personal information/biodata/resume. One of them has to weight for the things to progress. I am not supporting this practice but just stating what I have observed.
In Pakistan a photo matters even more, unless you have a foreign residency/citizenship.
