PRESIDENT's WEB SITE
A citizen of Peshawar Afzal Rahim is sparing his previous time in the interest of the community appreciating the kind gesture of His Excellency the President for having a direct link with common man through the newly introduced presidential website and suggests similar web site all chief ministers, governors and ministers must have so that the citizens could interact with them and have their problems solved.
Mr. Afzal should know that Chief Ministers and Governors mostly have email system. Majority of the Ministers too have email links direct or through their department. There are also some special complaint sections in different departments. However, the main problem is these sites or On Line facilities are just show piece to stand with international modernism. Since these On Line and email systems have been introduced without any real intent hence mostly addressing these On Line or emails remain just waste of time. Last week a citizen in these columns referring to recently inaugurated Muslim League Complaint Center in Islamabad stated how Punjab Chief Minister has established a Special On Line Complaint Cell on the Web and special email addresses for Overseas Pakistanis. He said he had been addressing On Line the Chief Minister persistently for more than a year but never ever got even a single response. Once a telephone executive stated government had converted T&T into a corporation but forget to introduce corporate culture in it. And it was quite right. Government on huge expense has introduced web sites and emails to majority of government departments but forgot to induct the new public spirited thinking and new faces to sit in front or behind this technology. It is not the technology it is the man who matters.
Take this from one example. September 2004 surfing the net I came across some saving schemes of First Women Bank. The salient features of the schemes looked very attractive but it was not clear if those were latest on that net surfing date or were needed to be upated. On Line to the Bank and through emails I requested help to know if rates/features were latest. No response came. For many months I kept on sending reminders but of no response. I addressed On Line the Ministry of Finance about this non response by the Bank. Now here is the point. When the highest authority in Finance namely a Ministry which is head of all Banks does not give you response what can one expect from today’s lower level banking.
One may object that on webs information is always to be taken as updated. It must be true in the West. Beside giving two examples I would suggest such people to visits 10 government departments or ministries sites of their choice and they will find on these news links are mostly empty or old. A Pakistani Ambassador ABC completing his tenure abroad came back early 2002. In his place a new Ambassador took over, completed his tenure and came back to Pakistan but during all this period name of ex Ambassador ABC remained on Web till late 2004 and it has only recently been changed.
Pakistan Post Office Department revised its Inland postal rates (most probably in 2000 or perhaps July 2001). Many months after the change of tariff the rate shown on Post Office Web Site was Rs. 3/- for an airmail letter and Rs. 4/- for a surface mail letter. Reading these tariffs I sent email letter affixing postage stamp of Rs. 3/-. I started receiving angry notes from my friends and relatives that I was not affixing correct postage hence they were to bear double the deficit postage. I went to post office with a print out of web site and desired the postal staff to accept my letters for mailing on these rates but they charged me Rs. 4/- each instead of web site announced Rs. 3/-. I advised some of my relatives to post me airmail letters under Rs. 3/- stamp and not Rs. 4/-. When these arrived to me I had to pay penalty on all these. I approached Federal Ombudsman that my postage was in accordance with tariff announced on the Web. After about 6-8 months in return Postal Department submitted before Ombudsman copy of a Postal Tariff sheet showing the rate for an airmail letter at Rs. 4/-. I submitted before Federal Ombudsman that copy of tariff submitted was a copy of Department’s internal staff instruction to which ordinary public like me have no access. For public knowledge the Department had shown Rs. 3/- postage on its official Web. I then re-attached a very fresh print out of web rate still showing Rs. 3/. The amount was of course nominal but it was a matter of principle and I seeked justice and I acted on Department’s own rates published on the Web and Web was created on huge expense for the we the people. If these rates were not correct then not updating it immediately on revision was an act of mal administration and height of inefficiency. Even more daring criminal negligence when it came to department’s knowledge through my complaint even then not changing for months should had been in a Wester democratic country a serious point to ponder as to what was worth all this huge expense on this modern technology. However the Federal Ombudsman Office found I have no real cause of concern.
The most surprising is that when my complaint through the Ombudsman reached to the Department even then the webmaster did not change the rates to correct it and this was changed even after many months of that.
His Excellency the President’s web site is a unique one which is properly being attended to and is being replied, perhaps for the reason that His Excellency has made it with real intent of having direct access to people as he always so wish.

guys since we’re at discussing mush here, i thought to ask again like i have a few times in the past; actually theres this picture of musharraf from a news video clip from the time of the kargil tensions in Feb 1999 when he was visiting the glaciers with Nawaz Sharif and was wearing his SSG camo jacket over his khaki uniform. a bunch of weapons were set on a table for him to inspect and he while smoking a cigarette picks up a pistol loads it and with the cigarette in mouth fires it in the air with his right hand…that was an awsome scene and it became so popular that media, indian, paksitani and western all kept playing it over and over all throughout the Kargil war and then again throughout the Agra Summit period. after that the pictures and video just seems to have been lost and disapeared…ive looked everywhere, internet, magazines…cant find it anywhere at all!
ive heard that the biography channel www.biography.com has a biography documentary on Musharraf which has that clip…has anyone seen it or does anyone have that DVD or plansd on getting it…?
if anyone does, or finds that image or clip anyhwere at all please do post it here.
