No. Taking care of tomb is also not unislamic. Only thing unislamic is to ASK for something (or ask for fulfillment of wish) FROM these dead.
As I said before basi Islamic believe is that “there is no one but God” so all Muslims are required to ask FROM allah and not humans/statues/animals etc etc.
Unfortunately at most of the tombs overwhelming majority of Muslims performs the shirk (unknowingly may be) and ask for things like children, wealth, health etc from these dead Saints
as for Non-Muslims, there is no restrictions on them from Islam and they can perform their rituals as per their believes.
