As we are ushering in to a new era of democracy, there is a need for massive industrialisation in the country to give a much required boost to the economy and create employment on a large scale to eliminate frustration among our unemployed youth and to reducing poverty. To achieve this goal what is required is to provide hassle-free and healthy business environment to both local as well as foreign investors. The establishment of National Industrial Parks (NIP) as a subsidiary of PIDC under the ministry of industries, which has been initiated keeping in view the modern trends of industrialisation in other developed countries of South-East Asia, can safely be termed as a light at the end of the tunnel. On the other hand the appointment of its first chief executive from the private sector instead of bureaucracy is also seen as a good omen by the potential investors.
M/S Jurong, Singapore, renowned internationally for their expertise and wide experience in this field has developed the design concept and Master Plan of this Industrial Park, whereas M/S NESPAK will be responsible for subsequent architectural design, engineering services and supervision of this project. NIP is based on the most modern concept of industrialisation now in vogue in the developed countries of the world, has been launched as public-private partnership to develop focused industrial growth by developing world class industrial parks in the country. The objectives include supporting rapid industrialisation in the country by establishing new industrial-parks and rehabilitate those that might be handed over by the government or provincial governments , taking necessary steps in attracting industrialists for setting up their business in these NIPs, promoting interaction between the industrialists and the government so as to create an overall conducive industrial environment, providing a platform and act as a catalyst for industries to increase productivity and promoting the creation of jobs in all the provinces of the country.
During a short span of only two years, the first project has been launched on an area of 40 acres at Korangi Creek. Administrative facilities to support one-window service to customers are expected to be developed within 12 months following basic infrastructure development. Moreover, the basic infrastructure development and the provisioning of utilities will take about 18 months, whereas specialised facilities such as the setting up of a 48mw power plant will take a further 36 months period.
The second project, being set up by NIP is on a 930 acre land at Pakistan Steel Downstream Industrial Estate land in Karachi, while the third project, the Auto Cluster Industrial Park, has been planned at Shiekhupura Road in Lahore, which is already off the ground. The Park spread over an area of over 170 acres is based on the age-old cliché ‘small is beautiful’, which entails setting up of clusters, focused on specific industries. In this project auto vendors will be provided manufacturing, assembling and warehousing facilities. The Park would be accessible from the Lahore-Shiekhupura Motorway Interchange and from the city centre will ensure timely deliveries to Originating Equipment Manufacturers (OEMs) in the vicinity, enabling auto manufacturers to increase their production and add revenue generation to the entire supply chain. The Company offers plot sizes ranging from 4 to 16 kanals to the potential entrepreneur along with all essential amenities such as road, drainage & sewerage, power, gas and water supply besides providing training facilities to enhance the skills of manpower in the auto sector.
The Company is also been planning to develop ‘mini industrial parks’ at District and Tehsil levels, keeping in view the capacity and skill level of that area to provide them a platform to join hands and sort out their problems. This would be a cluster based approach which had been successfully implemented in India, China and Thailand. NIP was considering developing such mini industrial parks throughout Pakistan in places like, Matta Mughul Khail, Shab Qadar, Chiniot, Ghakkar, Bannu and Muzaffarabad.
The establishment of NIP will help channelising development to the rural areas to reduce the regional imbalances, attract foreign investment, FDI, into the country, and upgrade the standard of living, besides serving as the catalyst for economic development.
