The I.S.I turned against him and was supporting Hekmatyar and Haqqani forces post Soviet withdrawal times. Mr.Shah Masood was an ardent opposer of I.S.I and he was being assisted by R.A.W and western intelligence .But he held the strategic Panjshir vlley for a great deal of time.

Have you been to the Panjshir valley? Its smaller than Delhi. And the reason why he was given no support is because he had no support amongst his own people during the 1980s and he rarely won any fights. That is why Haqqani and Hekmatyar are still fighting and winning against the US even now.
