When it comes to controversy and evilness in history, we start taking names of men like Hitler, Genghis Khan etc.
Are there any women which were controversial and more evil than men or their evilness is restricted to kitchen politics and doing zulm on their MIL / DIL/ SIL (excessively being discussed in life1 threads).

I remember reading about her some years back and I definitely thought she was one evil monster. She killed some 21 people including members of her family.

On a serious note she has been unfairly portrayed as evil. The motive behind relationship with Caeser to be the ruler of Egypt.
Cleopatra became Queen of Egypt when she was 18 years old. Her 10 year old brother (whom she was also married to) was co-ruler of Egypt. For several years Cleopatra was the dominant ruler, but that changed when her brother plotted against her. She was forced out of Egypt and was about to go to war with her brother when Julius Caeser stepped in and requested that the dispute be settled peacefully.
Knowing that Caeser would decide who would take the throne in Egypt, Cleopatra smuggled her way into Caeser’s quarters. She was able to persuasively present her case while also charming the much older Caeser. Ultimately, Cleopatra returned to the throne of Egypt and also became Caeser’s lover. The two of them later had a child together.

I'll be teaching my 7 year old about Cleopatra next month as we're going through the ancient world.

Another was found wounded and others locked up.
Described atrocities, collected from testimony of witnesses, include; severe beatings over extended periods of time, the use of needles, burning or mutilation of hands, sometimes also of faces and genitalia, biting the flesh off the faces, arms and other bodily parts, and the starving of victims. The victim total is thought to number in the hundreds occurring over a twenty-five year period.
Due to her social status she was never brought to trial but remained under house arrest in a single room until her death. The idea that the Countess bathed in the blood of her victims is folklore, and one of the few things she did not do.

No - for a change, she is from Ramayana. If I recall, she was the Rakshasi who tried to stop Hanuman from flying to Lanka to find out Sita's whereabouts. But the good guy won.

I was thinking about evil women of sub continent, but couldn't think of anyone except for Mughal queen Noorjehan who was most controversial and powerful women of Mughal era. Besides her all the other women in subcontinent history (be it Razia Sultan, Chand Bibi, Jhansi ki Rani) have been portrayed positively.
After reading your post for Soorpanaka, I remembered some wamp characters of Indians soaps, which were named after evil women from Mahabharta / Ramayan. How about Mandira, Mainika, etc. Who were they?
