Because FIs are in the business of making money. Sure a devout Muslim can get a regular CC and pay it off at the end of the month. But isn't the use of the credit facility which is funded by interest charges and merchant fees at the root of halal versus haraam credit facilities?
A credit card with an annual fee allows the FI to make money despite the fact that they are not charging interest on a balance. It also goes to the adminsitration costs of offering and maintaining pre-paid credit cards.

Think about it , since interest was such a big issue in Islam that Allah (SWT) prohibited taking interest on loaned money. Why it so that there is only one hadees which prohibits paying interest. Think about it , again , Allah in Quran prohibited taking interest on loaned money at many places but you cannot quote once single verse which prohibits paying interest and any kind of sin , penalty or punishment attached to paying interest on the other hand taking interest has been declared sin , there is a punishment for it even Allah declared Jihad against those who take interest on loaned money.
Explain this to me if you can in clear terms , not using cyclical or twisted logic. Allah is not short on words (naoozobillah) nor is Allah’s Prophet (SAW).

Who says there is only one hadith that prohibits riba? Here are three, and yes, there are more
It was narrated that Samurah ibn Jundub (may Allaah be pleased with him) said: The Prophet (peace and blessings of Allaah be upon him) said: Last night I saw two men who came to me and took me out to a holy land. We set out until we came to a river of blood in which a man was standing, and on the bank of the river there was a man with stones in front of him. The man who was in the river came and wanted to get out, but the other man threw a stone in his mouth and he went back to where he had been. Every time he wanted to get out, he threw a stone in his mouth and he went back to where he had been. I said, ‘What is this?’ He said: ‘The one whom you saw in the river is the one who consumed riba.’”

I see your point and it makes sense, as long as you are getting the fee paid credit card from a company that does not have ANY significant 'interest based' revenue ie it survives predominantly without any form of interest earning operations.
But that also wouldn't solve the problem of huge chunks of people - for example a majority of retirees rely either directly on interest from investments or indirectly through outer fixed return things that in turn earn interest. What will they do if interest is not allowed?
you may say let the community (ie government) or children take care of them - that would turn all economies into socialistic or even near-communistic ones;or lead to severe family complications.
My opinion is, banning interest is only possible if you are able to adopt all the ways of living of the 6th century - where mobility for the sake of work was restricted, no globalization so that children lived all in a limited location and could take care of parents
