Yes I agree, they must talk. But talk only after they have accumulated some solid evidence (like a UV die stained hand, and/or video footage of her stealing). Otherwise it will either have zero, or a slightly negative effect…
So talk when you have an upper hand, threaten her with humiliation, tie her down emotionally - And then (as if you are handing out charity), generously let her explain herself.
