Have you tried bringing the issue of female dressing to management attention?
I work for a company in the UK where, even by western standards, some women started coming to work wearing far too little clothing. Enough people complained to management about the situation that the head of the company issued a memo to all employees explicitly stating what constitutes acceptable dressing, and what did not.
There was a lot less female skin on display after that....
