Who do we blame. The girl that wears full clothes that are slightly see through and whatnot or clothes that just about cover her OR the guy that can’t keep his eyes to himself and has a look and then says Astagfirullah, she should not be wearing that.

Men like that are typical mullah hypocrites. They should be seated and TAUGHT how stupid they are and that they need to change the way they think…but they were brainwashed to think that way to begin with, so if you want to reverse the brainwashing, you might have to resort to brainwashing techniques.
Women want to be looked at. By wearing mini skirts, tiny chaddis, push bras, make up and see through clothes they are seeking our (men's) approval. Too bad they have low self-esteem.

Why blame anyone? The ones who dress that way want to, those who look at them want to. If I consider it immoral, that's a relative judgment. Isn't it?
This is not to say you can't profess your form of morality but as far as they feel the same way, no one is to blame. When you don't know that you are doing something wrong, how can you be blamed for it?
