They’re not making fun of Allah swt’s commands, they’re simply saying that a dupatta isn’t going to change the pervs’ mentality which is very true. How many of us walk around without dupattas in Pakistan? Yet, I can bet that each and every one of us women have been victims of the “poondi behaviour” or even worse pervy harkatein in public places.

Though another thing you can’t refute is the importance of this command by Allah swt or we might as well be walking around naked if modest clothing doesn’t make any difference whatsoever.

As for being careful infront of other men at home, that goes without saying in most desi households. You’re hardly going to walk around in your bunyan infront your abba hazoor or brothers, let alone na-mehrams (usually NOT because you fear getting raped.. err gross… but because it is the basic sharm-o-hayaa stuff…)
