Whatever Saudies are doing for Harmeen, they are not doing with the money earned by them. It is all due to the resources given to them by Allah with the entreprenearuship of the west and the hard working labour of South Asia and and other countries. They just sit back and collect the rent and live lavishly.
So there is no big deal if they had spent on harmeen. The muslim rulers before them spent their hard earned money on harmeen.
