Well, terrorism and causing death of innocent in whatever way is crime in every law. What I wrote is that Manjit singh was not only spy, but he was involved in terrorism that caused death of innocents, and thus do not deserve any pardon, rather deserve to be treated as criminal. What I know is that Kashmir Singh was not involved in terrorism and that is why government gave him pardon.

[Though, personally I believe that such blanket pardon of spies should not happen, rather Pakistan should have negotiated release of any Pakistani spies in India for his release]

One man's hero can be another one's villain. What we would call "hero" will be a "villain" for India. So Indian spy for us would be a "criminal", Indian population/law can call Pakistani spy as "criminal" but of course a Pakistani spy in India will not be a "criminal" for us Pakistanis. Get it?

Sure, I can expect such statement from supporters of Nawaz and Zardari, but not from an intelligent person like you :).

Well, for a respectable Nation where respectable and brave people live, criminals are criminals whatever nationality that person have (own or enemies), but certainly a person doing duty for their country is not criminal. For instance, even in war when enemy soldiers are captured, they are not treated as criminals but prisoner of war. Best is that, if a brave soldier of enemy is captured by brave people, they give that captured soldier as much respect as they would give their own brave soldier (even though as enemy soldier, he might have killed many of the people who captured him).

A very famous example is of Alexander. When Porus was captured and Alexander found him Brave person, he gave Porus treatment that any brave person would give to his brave enemy and because of that Alexander is remembered even now. If Alexander would have been coward then he would have treated Porus differently.

When queen of Sheba (Bilqis) found Hazrat Sulaiman (RA) intelligent, honourable and knowledgeable, she not only gave all respect to Sulaiman (RA) but embraced Islam. Similarly when Hazrat Sulaiman (RA) heard of Queen Bilqis as very intelligent and honourable queen, he gave her all respect what she deserved (even when she was sun worshipper at that time).

Salahuddin Ayubi when recognised the bravery of King Richard, Salahuddin acknowledged that even on battle ground, while they were fighting each other and killing soldiers of each other.

Even Buddhist King Ashoka when encountered bravery of Kalingan soldiers when trying to capture kingdom of Kalinga (Orissa), he got so impressed by their bravery and so horrified by the bloodshed happened when fighting them that he gave up fighting for rest of life.

When British encountered Tippu Sultan and saw his bravery, they acknowledged it, gave him title of tiger and even today in British Museum we see Image of Tipu Sultan attacking British soldier as tiger.

Even today, Muslim scholars remember and acknowledge the bravery of Khalid bin Walid (RA) when as young non-Muslim leader of Quraish, he attacked Muslims in Uhad and turned the table of victory of Muslims into defeat.

[History if full of brave and intelligent people (and Nations) who always acknowledged bravery and intelligence of others, even when others were their enemy. Actually, history only remembers such people and Nations]

Now, you want to follow the footstep of Alexander, Sallahuddin, Sulaiman (RA), Ashoka, British ... or you want to be like cowards who may have won battles but left no mark in history because of their cowardice behaviour?
