What I know, this spy (Kashmir Singh) was convicted as spy and when he got pardon, even at that time as far as Pakistan was concerned he was and is a spy. Pakistan even now claims that he was spy and when Pakistan gave him pardon, they knowingly gave pardon to an Indian spy in Pakistani prison. If Pakistan was releasing an Indian kept wrongly in Pakistani prison than Pakistan would not have claimed that they gave pardon, but would have apologised of keeping an innocent Indian in prison. Kashmir Singh validated Pakistani claim.

Actually, it was India that was claiming that he was not spy. Now, when he got pardon and is in India, he just validated Pakistan claim that he was spy and must have embarrassed India as throughout it was Pakistan that claimed that he was spy but India was denying that. Hence what he has done is quite good that he did not kept quite but admitted that he was spy (what Pakistan authority knew throughout) so that India could not wrongly keep claiming as propaganda that Pakistan was holding an innocent Indian as spy. So, in that sense he did favour to Pakistan by admitting of spying, not to India, and India must be upset and disgusted by this revelation, even though they may not openly show that disgust. Because of his validation of Pakistani claim ... he also validated Pakistani claim that India, Indian media and Indian authority all were telling lies that he was not spy (and thus are liars).

As for another spy (Manjit Singh) that Pakistan has as prisoner, he would have got pardon too, but he did not get pardon because other than spying, he was also involved in terrorism. Actually, if this spy was not involved in terrorism where quite a few innocent Pakistanis got killed, and would have been only involved in spying, probably he would have got pardon too.
