Not true … India was the one who took the issue to UN … if you care to read the UN resolutions you will see nowhere has anyone blamed India for delay in plebiscite !!!
Even now … the UN is very clear when it says it is upto India and Paksitan to settle the issue, but is anyone in Pakistan interested … they want to have an issue for the sake of an issue !!!
