This khula thingy only exists in Pakistani courts. There is no such thing as Khula in the Quran. I think either woman or man can have talaq.

Khula is an Islamic ruling, a right given to any woman to part away from her husband if needed and is as real as Talaq. It is not something that Pakistani Courts cooked up.
