As far as I know the checks and balances would cost a great deal of money to implement as different governmental agencies would have to communicate with each other seamlessly and that is not going to happen anytime soon for the same reason that you mention: beureaucratic mismanagement of funds.

And I am not referring to them coming here to get medical treatments on occasion, I am speaking of them coming here to have babies and then in their retirement years, when they are most in need of medicare and prescription medicines which are then "free".

I totally understand the safety net part....and I can't blame anyone for wanting this sort of security for their children if not for themselves when they live in a volatile country like Pakistan. I also agree with the advanced education facilities that they may want to take advantage of, but then there should be a system in place that identifies how much they have paid into the social welfare/healthcare system and assigns a benefit payout in proportion with that. There needs to equity and/or accountability so that the system cannot be abused.

It really doesnt matter what country you live in if you live your life in the manner thatbring happiness to you and your family.

We all have our own personal visions of what utopia - the perfect place - would be like. And usually, it is not possible to attain.

Me? I thank God/Allah every single day for what I have. And add a prayer that perhaps I can win the multi-million dollar lotto so that I will one day attain the utopia that I've envisioned!! Kidding aside tho...west is not bad, its what you make it.

There is as much peace, beauty and serenity in the west as there is in Pak. Perhaps more just because the land mass and variance is wider. People...youcan find people who are just as upstanding and good in the west as you will find in the east. Its just harder to do this because there are the cultural differences to overlook and/or overcome. I think the biggest hurdle is to understand that even if a westerner follows differrent rules than you do, they can still be good people. If you condemn them from the start because they have a beer or 2 after work or because they like bacon-n-eggs then west isnt for you.

Do they really come in their retirement years? I would think that if they don't like to stay here in their younger years, they would be even less inclined in their retirement years. Of course this is just how I see it, I'm not saying anything from experience.

yup, and its diff in US where if you have not paid into medicare you dont get it. Canada and UK are different in that respect.
