mulz saab haryana was part of punjab but the language spoken in the border areas of UP,dehli and rajhasthan was hindi/urdu .The haryanvi dialect is close to rajhasthani.It is a mixture of hindi/urdu and punjabi .So muslims of east punjab from cities like amritsar,jallandar and other cities of present Indian punjab used to speak punjabi but muslims from present haryana used to speak hindi/urdu.Just look at the state of haryana is some indian map and I think you will be able to know why they speak hindi/urdu.
harayana,himachal pradesh and punjab were part of former east punjab but after partition the indian government divided punjab and made three states out of it harayan and himachal are hindi speaking states and punjab is punjabi speaking state
i dont know about the language used in his speeches in punjab.I think urdu but I am not sure but it is not that difficult for the people of haryana to speak punjabi.
hindi is spoken all over india in UP,UA,Bihar,jharkand,madya pradesh chattisgarh rajhastan and haryana I think now you have got some idea why liaquat ali khan was urdu speaking and pro UP.Its just like seraiki which is spoken in south punjab upper sindh.border of balochistan with punjab and dera ismail khan(NWFP)
