But there is no hard and fast rule. It is not written here thjat you can not recite sura e yaseen on that day. so there is no meaning of asking who recommended.

there is a reason for asking, the Prophet salAllahualaihiwasallam used to recite Surah Kafiroon and Surah Ikhlas in the Sunnah salah of Fajr and Maghrib, and also in Witr
so if scholars are picking something randomly to recite on a particular day then they are creating somethin new in religion, right???
they are creating a Sunnah which is not a Sunnah of the Prophet
