In case you missed, most financial matters are within the powers of provincial governments now.

If government of Sindh is not interested in inerior Sindh, federal government cannot do much. FATA, yes, they should look into seriously.

Sorry, but that is not true. Punjab govt is using its development funds to build highway, trains, metros, etc. Lahore metro bus system was build when PPP was running the federal govt. So, not everything is conspiracy by Punjab.

All foreign projects being signed by Shahbaz Sharif for Punjab (or Lahore) are signed on the backing of a federal sovereign guarantee, which the fed govt has given Punjab a free hand for. Provincial bias is heavily at work, and is primarily intended to buy the loyalties of punjab voters, as Punjab is the province with the most seats in the NA.

Metro Bush system was built by Turkey when PPP was running the federal govt. Who was backing the project back then? And if you have proof why not share it here? Otherwise, these are mere allegations.

Good project and one which should be appreciated regardless of who is doing it. In the long run it will benefit Pakistan and more importantly the citizens.

I was talking about the projects and MOUs signed in this govt.

As far as the metrobus project is concerned, the infrastructure for that was paid for out of the punjab budget. However, there is a residual payment of upwards of a billion per month being made to the Turkish firm that is managing the project. No word on where that money is sourced from, as this project was never audited.

Metro rail was the way to go, after spending billions on metro bus here we are with the rail project.

I am all for trains in cities compared to adding more buses. KCR should work as well if it wasn't for vested interests in karachi.

It is not unfair to ask if the funds are being audited, as considering karach is urban and the biggest city in Pakistan, I am sure that any loans, and there are tons of it being added by the CTBT govt, are going to be paid by all of pakistanis not just punjab. Metro bus was a huge scam and needs to be investigated.

And now they are saying they are steeling funds... One question from such persons, how many projects in Sindhi, KPK, and Balochistan has been started and been halted because of federal govt...

And to add more, in last tenure of PPP, they denied Punjab to get their own powerhouses by holding machinery at Karachi port...what would they say on this??

If Punjab have an active CM, then live with it...

If KPK or Sindh CM were to go to a foreign investor/lender for a major project, and then asked for a federal sovereign guarantee, you can imagine the response they would get from the center....18th amendment. But for the PM of Lahore (or CM of Pakistan), this issue is moot, as Shahbaz Sharif has free reign over federal funds.

  1. Where will they get funding for this project (1.6 billion dollar is a big amount)?

  2. Whats the status of the bullet train which was supposed to run between Peshawar and Karachi? :hmmm:

  1. 40 billion are provided by the federal government. Probably these funds will be used for land acquisition. After a long time (Lahore airport) Lahore is getting something from Federal Development Fund. Karachi on the other hand got billions during Musharraf era for the construction of road network. I think it was good that Karachi’s Mustafa Kamal got those billions from Federal Development budget.. but being the second largest city in Pakistan.. it’s criminal that people start criticizing if Lahore is getting the first 40 billion after 10 years.. compared to upward of 1,000 billion spent in Karachi during last 10 years. The rest of 1.2 billion dollars is being invested by the Chinese company who will recover the amount through operation of this facility in next 25 years. If the government of Punjab decides to subsidize the commuters.. they will have to pay the Chinese company through their own resources.

  2. The bullet train project is not in the pipe line as on today. It’s in the dreams for the time being. If the security situation improves, the investors in few years can be interested in such a project. For the time being.. Minister of Railways Saad Rafiq is trying desperately to turn around Railways. His game plan is to increase revenues through cargo to change financial situation of railways. Already the number of Cargo trains has gone up to 25 from 5. He is planning to increase these cargo trains to 100 within one year. If he is able to do that.. Railway deficit will reduce a lot.

  3. We can give some leverage to SS for josh Khitabad. At least he is doing something.. instead of just planning dharnas and agitation.

If federal government has money to spend on a metro project then the first city which deserves it is Karachi. No other city can claim it.
If federal government goes ahead with implementation of this project in Lahore first then it will once again shamelessly show its ethnic bias.

The road network built during MQM's time was LONG overdue. Karachi was close to collapse at that time. So it was not any favor done to Karachi by anyone.
And to say that Lahore has not received anything from federal government since long does not make sense. Showbaz is not called the CM of Lahore for nothing. He usually is the only CM from Pakistan who visits with PM in his foreign visits, gathering investment opportunities and implementing them there.

So is there any project by Sindhi govt which require such funding, when Mustafa Kamal was there, Federal govt provided all the funding which was needed, why ? Because he made the case, now did Qaim Ali Shah have any project in Karachi or anywhere in Sindh where federal investments are required?

I am totally in favor of starting a Metro train project in Karachi. Doesn't mean it has to be done at the cost of metro train project in Lahore..
To suggest that Metro train in Karachi should be done at the cost of Metro train in Lahore is ethnic bias.
Lahore is the second largest city in Pakistan and capital of Punjab.. the province where 62% Pakistanis live.

The metro train In Karachi can only be built if the provincial-local representatives take initiative.. It includes city planning, land acquisition which can only be done by the provincial government.

Please vote better people with initiative next time..

I had complete feasibility study of Karachi Mass transit Project, the project is there in papers from last 10 years or so, the major hurdle in implementation of such project is The transport Mafia of Karachi which clearly see it demise if such project is installed.

I agree with this, but we need to keep in mind that there is already a strong sense of alienation among the smaller provinces. Anyways, we will have to wait and see how things pan out.
