If KPK or Sindh CM were to go to a foreign investor/lender for a major project, and then asked for a federal sovereign guarantee, you can imagine the response they would get from the center…18th amendment. But for the PM of Lahore (or CM of Pakistan), this issue is moot, as Shahbaz Sharif has free reign over federal funds.
