I think it's more prevalent in the West. Desis do it too but probably to a lesser extent.

you are right. I've seen people fighting with conductors in public buses for getting change and the situation is really tense when bus fares are increased by 2 rupees due to increase in petroleum products

As it is everything be it services or even goods are really very expensive in Pakistan. And a common man is always struggling to save his hard earned money this way or that, so how do you expect them to tip people from their saved money?
But if you come to talk about the rich people then no matter how much they spend on the food they wont give any tip. While in the west people always tip the waiters no matter how poor they are...if they eat out they always give the change that is left.

but telling someone to keep the change will be little arrogant for middle classes of india or pakistan....
whenever i cross toll booth on my way to nagpur.....i have to pay 8rs on one booth...so i give him ten rs note....
and what did they do the toll booth cashiers instead of giving me 2rs back...they give me two cadburry eclairs....:D
