I agree with his assertion that the military bashing weakens the country, and should be avoided.

But does any responsibility of this situation lie on the shoulders of the military?

When the military will be involved in politics, and dictate foreign/internal security policies what should they expect in return?

The military is responsible for the security of the country, what should the people do if they cannot pre empt terror attacks, thousands of foreign spies roaming around, drone attacks taking place (OBL raid, Salala incidence) and other similar incidents. As far as internal security is concerned abductions, killing and dumping of terrorists.

In the past the military used to be the target of the leftists but now for the first time they are being targeted by the left as well as right, thats the reason why it seems they are feeling bogged down.

What should the army do to improve its image amongst the public, as its very important if we want to survive as a nation.

**ISLAMABAD: Declaring that the army has no role in the governance of Balochistan and disapproving the allegations in the Mehrangate case, Army chief General Ashfaq Pervaiz Kayani has stressed the need to avoid fighting with history but to keep an eye on the future while staying in the present.

He was talking to a group of senior journalists at the Prime Minister’s House on Wednesday evening where he came to attend a dinner for outgoing Chief of Air Staff (CAS) Air Chief Marshal Rao Qamar Suleman.

The army chief said such allegations and the undermining of national institutions had always proved detrimental to the country. “National institutions are not created overnight and are built with a fair amount of difficulty. No one should become a party in weakening institutions,” he said. “I took a conscious decision four-and-a-half years ago not to take part in politics and since then the army has stayed away from politics and I stand by my decision and will stick to it. I assure you the army is not involved in politics and it must be appreciated for this,” he added.

The COAS said that nowhere in the world are intelligence outfits maligned and discussed inthe manner in which some people do here in Pakistan and especially when there is no evidence of the army’s involvement in the politics of anyone. “Such allegations should not be done because it de-motivates the soldiers who are sacrificing their lives every day. They are defending the country on the highest altitude and places like Parachinar where the temperature is 20 degrees below freezing point. I am visiting my troops to boost their morale but the baseless criticism proves counterproductive and is harming my efforts. Let the army and Inter-Services Intelligence (ISI) work within their mandate and domain. No uncalled-for interference should be done in their work,” he said.

General Kayani said that he deliberately withdrew the army personnel from civilian organisations where they were rendering useful services. “It was a difficult decision but we adhered to our commitment,” he said.

To a question about accusations that Imran Khan was supported by the ISI, General Kayani expressed his surprise and said that the ISI had no link whatsoever with the public meetings of Imran Khan. Khan must come forward to allay the impression emphatically, the army chief said.

Responding to queries about the situation in Balochistan, General Kayani said that no new cantonment was being built in Balochistan. The building constructed for the cantonment in the Sui area has been abandoned and it has been handed over to the medical college. Likewise, no army operation is under way in Balochistan. Ten thousand Jawans were recruited in the Army from Balochistan in the last one year and they are doing an excellent job. The pace of recruitment has been accelerated in the manner that the quota in the Army for Balochistan would be filled by the end of the year in accordance with the census already conducted in the province. The army was building two cantonments in Balochistan but the idea had been dropped. “You cannot show me one single brick in the province being laid for a new cantonment,” General Kayani said.

He said the Frontier Constabulary (FC) had been called to Balochistan on the request of the province in black and white, under the relevant clauses of the Constitution, by the provincial government. The FC takes orders from the provincial government. The army has no role in the governance of Balochistan. The entire amount of money is being spent by the government through the representatives of the people, the general said.

“The army has offered its good offices where mining was stalled due to the local feuds and it assured a patch-up between the tribes. Such efforts helped in starting development activities in various parts of the province,” the COAS said, counting the long list of welfare services rendered by the army in the province, including health, education and other facilities.

To a question regarding missing persons, General Kayani revealed that the report put up in the apex court showed the total number of missing persons was 47 while in India the number is 350 and in Sri Lanka it had reached 11,000. Pakistan is 79th in the UN report pertaining to missing persons. Refraining from commenting on the cases of missing persons, he said that the matter is with the court and he would not like to offer his comments despite the fact that he had plenty of things to say.

General Kayani revealed that no US general has visited Pakistan since the Salala incident as he had made it clear to the US authorities that US general could come after a decision by parliament about the new terms of engagement and cooperation with the United States. He expressed the hope that parliament would take a decision sometime soon and the US Centcom chief General Mattis could visit Pakistan towards the end of this month.

To a question, the COAS said that US Secretary Defence Panetta, who is currently in Kabul, would not come to Pakistan during this trip. All visits would be possible after parliament’s decision. Declining comment on the resumption of Nato supplies, he said that parliament would take a decision on this. When asked about the recommendations to be put up before parliament, General Kayani smiled and said he had no inkling of the recommendations.

To another query, General Kayani said that the army has no Railways land in its possession. If an assessment is made, it would be revealed that it is the Railways that has army land in its possession. Replying to a question about the NLC inquiry, he said that it was under way and the NLC was being run by a civilian organisation, the NLB, that is headed by the prime minister.

I feel that our current military setup is paying for the sins of the past for the most part.

Internal security is the responsibility of the police and paramilitary, not the army. The army is dragged into internal security by the civilians, and then when the army ends up taking over too much authority, the civilian govt cries foul.
The OBL incident could not have happened without the prior knowledge of the civilian, and even military govt. OBL was 'kept' there by the military with full knowledge and approval of the civilian govt. The only surprise there was the timing of the US action.
The current armed forces have been the most hands off army that we have ever seen in Pakistan. A lot of people may disagree on that, but I feel that they have kept themselves away from civilian matters a fair deal (a big reason why our civilian setup is in the dumps, with a free hand to exercise corruption.)

Pakistanis are a thankless nation. Specially our politicians, who are all feudals, and dont have a single son/daughter in the armed forces. They dont know squat about military lives, and the risks these men take for our safety.

Dont know whether to laugh or cry on this.

There is a difference general sb, the American army is fighting a battle very far from their homeland even their own people they go and kill overseas. There are no allegations of abducting and Killing of American people by their army. The armies of all those countries (India, US and Israel) remain away from politics, and don’t allow foreigners to kill their citizens (within their countries) through drones and their spies. Pakistani army is using gunship helicopters as a routine in FATA and Balochistan where as India didnt use them even in the height of the crisis in kashmir and elsewhere in India.

there was a time not long ago when the army was the most revered organization in the country, the army should do some soul searching and find out what happened which has prompted the COAS to issue this statement.

For 60 years, we have praised them and kept feeding them keeping our children hungry and our mothers without health care.... what do we get? DHA, Fauji Foundation? Massive banglows for military officers and our doctors and teachers in pigeon holes? Half of Pakistan lost... other half bleeding... a few people attack GHQ of the military and it goes on for hours????

If you drive from Delhi to Jaipur (a distance similar to Lhr-Rwp), you don't see any 'cantt' area. Drive on GT road over a similar distance, and you come across at least 6 'Cantt' areas. Indian generals, after retirement go back to their villages and farming. Our generals run civilian businesses.

Why can't military concentrates on doing what it is supposed to do instead of indulging in commercial and political activities? What we only ask is that when the nation has kept its defense as a major priority in terms of spending and respect over decades, why can't we at least live in peace?

The dilemma that the army is that the leftists are not that happy as they consider the army not doing enough in war on terror and the rightists believing that this war is being fought at America's behest.

When Kayani became the COAS he was carrying the excess baggage of Musharraf, and he successfully did some damage control after the successful Swat and SWA operations. I am pretty sure Pakistan's enemies would be very happy as it seems the army willingly or unwillingly has played into a trap.

The image of the army got severely battered in 2011 due to the following incidents:

1) Raymond Davis Killing, and the role played by the military/ISI in extraditing him
2) OBL Operation
3) PNS naval base attack, which was a severe security lapse (similar incidents were being carried out before but this attack after a series of other failures basically further eroded the credibility of the organization)
4) Continuation of drone attacks, and Wikileaks reports regarding the COAS demanding air support from the Americans
5) Salala attack and the confirmation that the Americans have been using Shamsi airbase for the drone attacks
6) Allegations on the intelligence agencies of abducting and killing people
7) Helping in Nato supplies at the expense of the road infrastructure and not even getting any monetary benefit from that

All these factors (security lapses, intelligence failures, and spineless/shameless attitude in dealing with the Americans) have eroded the public confidence in the organization.

The army should do some soul searching and devise their policies accordingly.

military bashing is different than general bashing.

if generals do bad things then they should be treated same as anyone.
if generals dont want the entire military to get blames then they shouldnt do those things to begin with.

Missing persons case: Court unfazed by ‘RAW, Mossad hand’ mantra

**ISLAMABAD: **The Supreme Court seemed unimpressed, yet again, by a familiar ‘revelation’ during a hearing of the missing persons’ case on Friday.

**Counsel for the Inter-Services Intelligence (ISI) agency and the Military Intelligence (MI) Raja Irshad told the apex court that Indian spy agency Research and Analysis Wing (RAW) and Israel’s Mossad were active in Pakistan.

The defence counsel claimed that the two agencies were behind kidnappings in the country and were being helped by terrorist groups.

The chief justice asked the defence counsel if the agencies had any credible information of the involvement of RAW and Mossad, and if so, why had they not taken any action against them. “We did not bar you from taking action against RAW and Mossad,” Chief Justice Iftikhar Muhammad Chaudhry said.

Friday’s hearing continued in the usual fashion – a displeased court reprimanded the intelligence agencies for the treatment of the Adiala ‘missing’ prisoners.

“Were they not human? Why was the right to a fair trial denied to them? We will proceed against you after making some initial decisions,” he said, adding: “You will tell us how the four of them died in your custody.”

**‘Picked up under govt’s nose’
**
Terming the intelligence agencies’ reply on Adiala missing persons unsatisfactory, the apex court took suo motu notice against the abduction of a young man who used to provide food at camps set up by relatives of missing persons outside Parliament.

A two-judge bench, headed by Chief Justice Chaudhry, directed Inspector General of Police Islamabad and Attorney General of Pakistan Maulvi Anwarul Haq to submit a report of the incident by today (March 17) and present the ‘missing’ boy before the court on March 19.

The chief justice also remarked that this time someone was abducted right under the government’s nose.
Advocate Tariq Asad, the counsel for missing persons, alleged that Omar Mehmood Khan, 24, was picked up by intelligence agencies because he used to serve food to families at the missing persons’ camp in D-Chowk (in front of the Parliament).

Irshad rejected the allegations, stating that the military intelligence agencies were not involved in missing person incidents.

Omar’s family, who recently returned from Canada, had informed the Human Rights Cell of the apex court about his disappearance through a letter. They wrote that Omar was abducted by the agencies on March 10 near the Orchid Scheme in Islamabad.

The letter further suggested that Omar’s kidnapping followed the pattern of many other missing persons who were picked up: Men, driving two double cabins with tinted glasses, a black corolla, a white Suzuki Baleno and a Suzuki Mehran picked up Omar in front of his father, mother and a younger brother.

Omar’s mother, Dr Rubina, was also present in the court today. The chief justice, while calming her down, said, “We will not allow anyone to act above the law”.
Advocate Irshad, however, asked why all blame was levelled on the ISI and MI. The chief justice replied that “we respect our armed forces and intelligence agencies, but when they detracted then the court and media expressed concern.”

**State of Adiala prisoners
**
During the last hearing, the court had rejected explanatory reports submitted by the defence lawyer and termed them unsatisfactory. The court also sought a detailed report from the chief secretary of Khyber-Pakhtunkhwa. The K-P chief secretary submitted a report on the health of the Adiala prisoners on Friday, which was appreciated by the court.

Counsel for detainee Hafiz Majid, Advocate Tariq Asad, informed the court that his client was suffering from Cancer and Hepatitis C, and asked for permission to shift him to the Shaukat Khanum Cancer Hospital in Lahore. He added that the faces of the inmates were always covered with masks.
The court was also informed that the health condition of at least three prisoners was still not stable.

Asking ISI and MI’s counsel how the detainees were being treated, the chief justice remarked: “You will be accounted for each and every minute.”
Defending his clients, **Irshad attempted to hand tangible ‘proof’ to the court. “I want to give you a CD so that you could realise what is going on in the operation area with the Pakistan Army.”


The chief justice, however, said that they realise each and everything, and even how drones are being bombarded on the innocent people of K-P. “We salute the sacrifices of people of K-P,” he said.**

If generals/army can start listening to civilians then they can get some respect, if they are going to show their guns every time they are in need of more land/money then they will only be criticized/humiliated. They need to show some achievements for the nation/country, not just for themselves. Earn the honor and we will respect you.

India hasn’t used gunships in the valley itself, but I believe the current govt there was introducing helicopters in the fight against maoists in the northeast after they had fired on IAF choppers.
