Incidences like this will continue to happen, and the Pak authorities know this. There are plans to for a massive upgrade of police and the establishment of a permanent garrison in Swat.
And what your point with S waziristan? The territory is far different, and the Pak army is waiting to consoliditate its poition before opening a brand new front…

India has far larger minority numbers. So for India not to have minority beaurocrats would be far worse and far more condemnable.

Well Balochistan is a part of Pakistan. Kashmir is occupied by India.
Balochis arent being murdered and raped by Pakistan.
Indians are regular violators of Human rights.
Balochis had chosen to join Pakistan, and their grievances are political, and hence will be resolved politically.
Kashmir never choose to join India, and their grievances are for acceptance of their right to decide. They want freedom and so India will never allow that.
Kashmiris want to be respect, which racist Hindu India will never allow.
Balochistan has only become an issue recently. Kashmir human rights vilations have been ongoig for over 60 years.
