I NEVER claimed that Pakistan agreed to remove all of its troops from Kashmir. That would have been a stupid move from the Pakistani government's perspective at least; as it would have opened up all of Azad Kashmir and Gilgit/Baltistan (areas that had rebelled against the Dogras/Indians and actively fought to join Pakistan) to Indian occupation.
What Pakistan did repeatedly agree to was proposals for simultaneous demilitarization. In fact, at one point in 1957, Feroze Khan Noon basically agreed to unilateral demilitarization of Azad Kashmir in preparation for a plebiscite. When India refused even then, the UN Plebisite administrator, Gunnar Jarring remarked that, unlike Pakistan, India had made no effort to resolve the conflict. Such is Indian treachary. .

Janab e ali made the point that demilitarization was supposed to be mutual. Pakistan couldnt do it without Indians doing so simultaneously. This was offered by Pakistan, but India refused. Basically more of Indias diversionary tactics.
