Please read the title of the thread. It includes ‘Government’. MQM is a part of the government and has been part of several governments since 1980s. If a part of the government encourages ‘forced chanda’ as you say, then I don’t know who is going to stop it. If MQM is not going to accept any responsibility for law and order in the city and province, it should not be part of the government.
