Altaf Hussain claims establishment backed elements are behind extortion in Karachi, if he knows the culprits why doesnt he disclose them?

sometime hints are enough to understand the puzzle. Guess who are those elements which don’t like from day one that MQM is in power in Karachi and Hyderabad?
