yo suggest nothing new but what all major cities of pakistan need.
how can u motivate poeple to move to new citiies?
how can you convince multinational companies to move their country headquaters to other cities?
What to do with, large industries, small industries?
When people move, Capital is thier first priority then Division, District and Tehsil. People exhbit this behavior cuz of ease of finding a job and “thana kacheri” culture in pakistan.

Headquarters and large industries were in Karachi long after it ceased to be the federal capital. So just moving the capital is not enough to convince people to stop coming.
The only way it is possible is to either destroy Karachi or to develop other areas. Looks like the emphasis of most people is on doing the former rather than latter.
