Is there a trend of judging outwardly religious people of bad conduct with greater scrutiny than those who do not have outwardly religious conduct? I feel there is but I also feel that it is justified.
On the other hand if a person who is not outward, but has good traits is that person judged more leniently by some and hence considered better?
It may be true that in practical reality there are a lot of outwardly religious Muslims with little moral character ... but a wise scholar was once asked ...
That so and so has a lot of knowledge but he does not practice it ... the scholar said, let him continue teaching the good, may be one day he will take heed of his own advice.
After saying that it is better for a bad character person to avoid looking religious in order to preserve the image of Islam from criticism, but at the same time it is wrong for a bad character Muslim to be content with his evil state ... he should strive to improve it. First to improve his character, then gain knowledge and then look the part.
Looking the part i.e. being outward after gaining good ikhlaq and knowledge increases the positive dawa ... failure to look the part reduces the effectiveness of dawa.

For the learner who lies on the centre circle of intimacy of his guide the most important trait of the guide is his knowledge ...
For the follower who lies on the inner circle of intimacy of his guide the most important trait of the guide is his good character ...
Remember if we see a "sign" of brillance in the creation of Allah (SWT) we should look to the One who Created that sign ... and our adulation and obsession should be with Him and we should not be distracted with the "sign" itself.
A lamp post lights the way of the straight path ... but we should not let the light of the lamp post distract us from the Light which lies at the end of the path.
