What is stopping government to privatize Railway ? Rulers will get some commission from the bidders and it being in private sector will get improved. May be government allow tow or more companies to compete for each route and lay new rail lines.

Perhaps you have not taken serious my post.
Soon you will see the same about construction of Islamabad Airport.There is only one government in Pakistan.
