No ... I have not heard from the Deobandis or Ikhwanis in their pulpits saying that the act of the Taliban is haram ... The reason why ... I don't know ... They do speak out against suicide attacks ... But they rely on certain shuyukh and they have given the okay for such tactics ... So they are tongue-tied to agree with their higher-ups or splinter from them. For some groups this is a true dilemma ... It is not because they are scared it is because they do not know the right answer.
I honestly can't understand certain people. Killing children and women is not allowed even when you fight the Kaffirs. Yet, you have these people blowing up everything that comes their way. How can anyone be so scared as to not issue a Fatwa against them. If they are truly fighting for Shariah, why don't they limit their attacks to the government military forces who defend a regime which is not Islamic. Why blow up innocent people? And what is worse that the Deobands and Ikhwanis don't denounce this!

If the rulers say don't talk about Jihad, which they have done so, the scholars there do not even talk about Jihad against the kaffirs! 2) They are too involved in deciding what is Bidah and what is not as most Jurists are.

Exactly..do you know in Saudia Arabia..each masajids are handed out what khutbah to give each jummah. Saudia scholars are treated quiet handsomely by Saudi govt..because of fear that they might say something against govt.

If yes, why don't religious scholars issue fatwa to this impact and kept on limiting themselves in issuing mere statements against terrorism like politicians?
Is it only responsibility of other quarters of society, who are tagged as secular for raising voice against these cruelties and killings?
Armed Jihad as I have understood is for stopping injustices, persecution and repression and when you have leadership and power to fight. Why religious scholars don't voice their condemnation of talibans has multiple reasons:
1) fear
2) As someone pointed out that they want some sort of revolution so that like minded people come in power and they could benefit from it. so political ambition since they have known that they have no place in democratic system so they are up for bringing about 'Islamic revolution' in a country whose very concept they use to label as 'kafiristan' or paleedistan and now they shamelessly claim that this country was founded on the ideology of Islam thus Islam should be 'enforced'
3) twisted concept of jihad. The very concept that the law of Allah has to be enforced and they have the responsibility of enforcing Allah's law. Even bloodshed of innocent people is legitimate for their cause. That is why groups like sami-ul-haq and JI (esp. Munawar hassan) never condemn their actions and support them.
ulemas are not mere academics, they are opinion makers, and in our society have profound influence on the way people think so if they want they can make a lot of positive difference.
